Purpose of the Committee

Is designed to ensure that spending decisions made by elected officials will be subject to direct taxpayer review, and the public will be promptly alerted to any waste or abuse.

Proposition 39 requires each bond measure to include the specific list of projects to be financed from the bonds. The citizens’ committee is charged with ensuring that bond revenues from Measure E, Measure E BylawsMeasure JMeasure J Bylaws and Measure L, Measure L Bylaws are only spent for the specific projects, and that no funds are used for any teacher or administrator salaries, or for other school operating expenses.
