Open Enrollments
Attendance at a School Within the Pittsburg Unified School District
The Governing Board desires to provide options that meet the diverse needs, potential and interests of district students and shall annually review enrollment options.Students who reside within the district’s boundaries may apply for enrollment in any district school. The Superintendent or designee shall determine the capacity of each district school and establish a random, unbiased selection process for the admission of students from outside a school’s attendance area.The district will not provide transportation outside the school’s attendance area if attendance is based upon a parent request to attend a school outside the student’s attendance area.The Superintendent or designee shall develop the necessary regulations for implementing this policy.
Selection Procedures
- Open enrollment applications shall be available at all school offices.
- Open enrollment application period shall be March 1st thru April 1st, unless otherwise announced by the district.
- All students who submit applications to the district by the end of the open enrollment period shall be considered for admission to their school of choice for the following school year under the district’s open enrollment policy. Requests submitted after the open enrollment period will be processed later in the year.
- Enrollment in a school of choice shall be determined by space, attendance, behavioral, and/ or academic conditions. If there are more requests than spaces there will be an applicant pool. A rank order shall be established to indicate the order in which students will be accepted.
- The Superintendent or designee shall inform applicants by mail as to whether their applications have been approved or denied. If the application is denied, the reasons for denial shall be stated in writing.
- Applicants who receive attendance approval must confirm their enrollment within two weeks. Once attendance has commenced, students must remain at the school of choice for at least one full year, unless they no longer meet behavioral or academic conditions.
- Schools shall be notified of students approved for open enrollment.
Open enrollment shall be granted annually on a space available basis at the receiving school. No student currently residing within a school’s attendance area shall be displaced by a student on open enrollment. (Education Code 35160.5) Students who move into an attendance area will be reassigned to another school if their grade level is at maximum capacity.
The Governing Board retains the authority to maintain appropriate racial and ethnic balances among district schools. (Education Code 35160.5)
Students on open enrollment will be required to apply for open enrollment transfer each year during the district’s open enrollment period. Transfer requests will be considered only after all students residing in the school’s attendance area have been accommodated.
If it becomes necessary to displace students on open enrollment at any grade level, students will be displaced in reverse order (last in, first out) of their acceptance.

Cancellations
A student’s open enrollment may be canceled if his/her attendance, academic achievement, or behavior interferes with the student’s educational progress. Cancellation of student open enrollment shall occur at any time deemed necessary by the open enrollment school.
**If approved, a student on open enrollment MUST stay at the open enrollment school for one school year.
Appeal Process
When an open enrollment intradistrict application is denied, the parent/guardian may appeal to the Director of Student Services in writing within 30 days of receiving the denial. An answer will be given in writing either approving or denying the appeal. The response will state the reason for approval or denial.
Interdistrict Transfers
Although students generally must attend school in the district where their residency has been established, the Governing board recognizes justifiable reasons for occasional interdistrict transfers.
Upon request, the Board may accept students from another district and may also allow students who live within the district to attend out-of-district schools.
Entering Pittsburg Unified School District
Interdistrict attendance transfers may be granted TO ENTER THE DISTRICT for the following reasons:
- Junior/Senior privilege.
- Student completing the highest grade in an elementary or junior high school.
- All required applications of law.
- Work Related: Under Education Code 48204(f) An elementary school pupil, who has one or both parents or legal guardian, employed within the boundaries of that school district.
- Childcare: An elementary school pupil’s childcare is provided by an individual or childcare facility within the boundaries of the requested district.
- Parents have documented proof of an intended move.
- Special or unusual circumstances which make attendance of a student in school outside his/her area of residence NECESSARY.
Leaving Pittsburg Unified School District
Interdistrict Transfers TO ANOTHER DISTRICT may be granted for the following reasons:
- Student has attended requested school in previous year and will complete the highest grade level offered at the requested school.
- No space exists in required grade level within the Pittsburg Unified School District
- There is no space available in a class that is REQUIRED for graduation.
- Student is required to attend a Special Education program that is not currently offered in the Pittsburg Unified School District.
- Student has been attending another district since the 2005-2006 school year, consecutively, under an approved interdistrict transfer from the Pittsburg Unified School District.
- Student was in attendance at another public high schoool during the prior school year, and wishes to continue at that high school.
- Student is a kindergarten student and has licensed day care outside the district. These transfers will be approved for 1 year only.
Interdistrict Transfer Request Forms may be obtained from the Office of Student Services at 2000 Railroad Ave, Pittsburg, CA 94565, in April of the previous school year. There is also a link below to the form.
INTERDISTRICT TRANSFER FORM
PLEASE BRING WORK/CHILDCARE/CURRENT ENROLLMENT VERFICATION WITH YOU WHEN SUBMITTING THE FORM TO STUDENT SERVICES. TRANSFERS WILL NOT BE APPROVED WITHOUT PROPER VERFICATION.
Denial of Transfer Requests
The parent/guardian of a student who is denied a transfer requested pursuant to Education Code 46600-46611 shall receive timely notice, in accordance with the law, regarding the process for appeal to the County Board of Education. This notice shall be provided by the district denying the request, or in the absence of an agreement between the districts, by the district of residence.
Students who are under consideration for expulsion or who have been expelled may not appeal interdistrict attendance denials or decisions while expulsion proceedings are pending, or during the term of the expulsion. Education Code 46601
Revocation of Agreements
- The district may revoke a student’s enrollment if he/she is recommended for expulsion pursuant to Education Code 48818.
- Revocation may occur if a student on an interdistrict transfer has poor attendance, grades or discipline problems.
- A student on an interdistrict permit will not be bumped for a resident after October 1 of the school year. The student may remain until the end of the school year, except for (1) and (2) above.
Guidelines for Interdistrict Requests
- All requests for interdistrict agreements shall be submitted to the Superintendent or Designee.
- If the request for an interdistrict transfer is denied by the Pittsburg Unified School District Board of Education, the parents have the right to appeal the denial to the County Board of Education and this decision will be binding on both parties. During the appeal, students will remain at their current school.
- Interdistrict transfers coming into the district may only occur when space is available.
